Resumen
The Municipal Public Water Company (MPWC), crucial for Ciudad Puerto's water and sanitation services, faced significant challenges when Juan José Macías became general manager on January 15, 2020. At that time, the MPWC struggled financially and organizationally. Macías called a meeting to address the dire situation and prepared for a board session on June 30, where they presented the FIRME plan for restructuring, which required approval for a $7 million loan from the state bank. During the project's kick-off meeting on May 15, the scope presented by the consulting firm was deemed unsatisfactory and lacked essential details. Despite this, the project charter was signed, with Macías assuming the role of project director. He later found flaws in the scope definition and faced strong opposition from the MPWC workers’ union. Macías was torn between moving forward with execution or risking the financing by delaying for better planning.
